The criteria is set, the evidence is presented, and their case is made for the captains who held grudges, took things personally, and occasionally let their emotions do the piloting. Some captains were more justified than petty. And some still don't seem to understand what "petty" means.
By the end of the episode, however, one captain emerges as the clear winner. As Fran would say, "We said what we said, y'all."
